The ÖZ SAĞLIK-İŞ Health and Social Services Workers’ Trade Union

Mr. Devlet Sert was born in the Aydinli village, located in the Trabzon province from Eastern Black Sea Region of Türkiye in 1968.

Mr. Sert has graduated from the Trabzon Religious High School after his primary education completion at the Aydinli Village Elementary School.

Then, he has worked as a business manager in the private sector for seven years.

After completing his military service in 1989, Mr. Sert has worked as a manager in various foundations and associations.

In 1996, he started working at the Trabzon Municipality as a temporary worker position.

Mr. Devlet Sert took active roles in the establishment and organising processes of the Hizmet-İş Trade Union whose full title is All Municipal and General Public Services Trade Union, www.hizmet-is.org.tr in 1999 at local level while he was maintaining his working life at the Trabzon Municipality (1996-2004).

In this regard, Mr. Sert started his amateur union life within the above-mentioned trade union in the year 2000.

In 2004, Mr. Devlet Sert was elected as the Trabzon Branch President of the Hizmet-İş Trade Union.

He has achieved a lot during his branch presidency tenure. Concretely, Mr. Sert was nominated and elected as the Executive Board Member of the Hizmet-İş Union at its 10^th  Congress (Ordinary General Assembly) held on 25-26 August 2007 and then its following (11^th) Congress held on 23-24 July 2011 in Ankara, Türkiye. Consequently, Mr. Sert has served as one of the Executive Board Members of the Hizmet-İş Union between 2011-2015.

He has undertaken General Secretary position & title of the said syndicate (labour organisation) for 8 years.

Mr. Devlet Sert’s union struggle in the healthcare and social services sector began in 2015.

Mr. Sert was elected President of the ÖZ SAĞLIK-İŞ Health and Social Services Workers’ Trade Union at its extraordinary congress (general assembly) held on July 25, 2015 in Ankara, Türkiye.

He was re-elected as President of the ÖZ SAĞLIK-İŞ Trade Union at the its 2^nd Ordinary General Assembly (Congress) held on December 9-10, 2017 in Ankara.

Mr. Sert has sustained his success and victory in the union election processes at the following congresses of the ÖZ SAĞLIK-İŞ Trade Union which have been held in subsequent years.

Mr. Sert was elected successively by consistently restoring his trust in union congressional elections as the Öz Sağlık-İş Union President at the Öz Sağlık-İş Union’s sequent (respectively 2nd, 3rd and finally 4th) congresses which were held on July 25, 2015, on 20-21 November 2021 and finally on November 8, 2025 in Ankara, capital city of Türkiye.

Mr. Sert has also been a member of the HAK-IS Trade Union Executive Board since May-2023.

In addition to his position of the Öz Sağlık-İş Union President, Mr. Sert is currently General Secretary of the World Islamic Health Union (WIHU, www.wihu.org.tr/ ) which was established on 02-04 December 2016 in Istanbul by covering over 600 public institutions and private organisations in the health and care sectors of 96 countries from all over the world.

Mr. Devlet Sert is married by having 3 children.
